Montenegro is a country in south-eastern Europe. It is bordered by the Adriatic Sea to the south-west, and shares borders with Croatia to the west, Bosnia and Herzegovina to the north-west, Serbia to the north-east, Kosovo to the east and Albania to the south-east.

Montenegro, the pearl of the Adriatic, is at the top of the list of countries that will become the next European Union (EU) member, and currently has a very attractive investment-by-investment citizenship program.

Montenegro was one of the first countries to sign the E-2 treaty with the USA, dating back to 1880. Therefore, citizens of Montenegro can apply for an E-2 non-immigrant visa to enter the United States.

Montenegro has completed the procedures to join the European Union and is expected to become a new member of the EU soon.

On November 22, 2018, the Government of Montenegro adopted a decision on the criterias, methods and procedures for selecting those who can obtain citizenship by making an investment of particular importance for the benefit of the people of Montenegro.

The implementation of the program began on January 1, 2019 and is limited to a maximum of 2,000 applicants.
